Looking for legal employment advice for son

Our son works at a prominent Berkeley institution that whose new ownership is making employment decisions that are affecting the safety and well being  the children under the care of the facility.  He has raised concerns with the new management and it has fallen on deaf ears. I’m looking for some pro bono or reasonable legal resources to help him out. He doesn’t know where to turn.
