My son has done several years of YMCA camps which are relatively affordable (though still not cheap). Last year he did Camp Loma Mar and enjoyed it - a pretty traditional sleepaway camp experience. A lot of camps will have 15 year olds as a "counselor in training" rather than a participant. I don't know if that would work well for someone with no camp experience (and perhaps some language barrier?). Loma Mar allows 15yo to be either participants or CITs. Camp Jones Gulch is another YMCA camp that he's done and enjoyed. They also have teen backpacking trips that sound pretty cool.

Re: Sleep-away camp suggestions for 9 1/2 year old twin boys
I sent my daughter to her first overnight summer camp last year at YMCA of the East Bay and was very pleased with her experience. She was 8, but is slightly immature and not great with new things, so I started her out in the ''rookie'' camp which is three nights instead of seven. She liked it so much, she wanted to stay the rest of the week! It's affordable and located off Hiway 1 near Pescadero, so the drive there makes a nice weekend outing (they do have bus service to/from Oakland, so she came home on the bus since it was midweek.) Nice camp, with trees and woodsy cabins, pool, climbing wall, etc. Good YMCA values, etc. http://www.ymcaeastbay.org/camplomamar/
