Seeking legal representation or advice

Hello,

I am wondering if anyone knows of a lawyer that works with illegal dumping and/or arson?

There is a developer building an apartment complex on Hearst that cut down a tree and left the branches piled high on the curb to dry out for months. Many neighbors contacted the city and the developer to complain due to the fire hazard and blocking the side walk to no avail. I parked my car on the street by where the dried branches were and someone lit them on fire at 2am and my car was engulfed in flames and is now totaled. 

If I make a claim on my insurance it makes my rate go up. I have contacted the developer and also the general contractor, and no one is answering. I have two children, and use this car for work. The developer should be responsible for negligence and illegal dumping that resulted in my car being destroyed.

Does anyone have advice or know of anyone who can help legally?
