A friend of mine just bought something that might fill the bill for you. Here's what she said: We just got this new wonderful thing called the Learning Tower, and it allows Ruth [age 2 1/2] to stand at the kitchen counter without being in danger from a step ladder. It was really easy to assemble and Ruth seems to greatly enjoy, so I thought I'd send along the web site address in case anyone else was interested in one.
